Explaining Electoral Management Performance of KPUD Tidore in Indonesia’s 2009 Legislative Election

The research objective: To examine the key factors influencing the implementation of electoral tasks by KPUD Tidore in Indonesia’s 2009 legislative election, with a focus on identifying the most dominant determinants of institutional performance.
The methods used: A qualitative approach was employed, combining in-depth interviews with key informants (the Chairperson and the Head of the Secretariat) and structured responses from KPUD members and secretariat staff as research participants.
The main findings: The study finds that three main factors significantly influence the performance of KPUD Tidore, with leadership management emerging as the most dominant factor. Most indicators received strong support from respondents (above 80%), while a few indicators showed moderate agreement (60–70%), indicating overall effectiveness in task implementation.
The implications: Strengthening leadership capacity within electoral management bodies is crucial for improving performance. Effective leadership, supported by organizational and administrative capacity, enhances coordination, optimizes resources, and ensures compliance with the legal framework governing elections.
The novelty of the study: This study provides empirical insight into electoral management at the sub-national level, highlighting the central role of leadership management in shaping institutional performance within a localized Indonesian electoral context.
